The metal tab is probably bent and not making good contact. Of course, sometimes fuses don't blow out but the little wire in there breaks from vibration, so if the diagram insists it is that one, try swapping it out and see
Think it was top row, 4th or 5th in from the right pretty sure it says exactly which one it is in the manual. if that checks out, some cars use a relay for the lighter outlet, which could be the problem.
